"Money paid to the state of West Virginia ought to be placed in the state treasury and spent at the direction of the Legislature. It is a simple concept, with which we believe the vast majority of state residents would agree.

But legislators cannot seem to muster the courage to pass a law requiring that Attorney General Darrell McGraw do that. Their delay in doing so is likely to mean that millions of dollars that could have been used to meet priorities set by lawmakers will be doled out, instead, to programs and projects chosen by McGraw alone."
